A series of measures were adopted by the Romanian State in order to ease the
effects of the world economic crisis:
1. The Health Insurance contribution are established as follows: 5,5% owed by
the employee and 5,2% for the amount owed by employers, and 10,7 for others
persons (members of foreign missions in the country, foreigners being temporary
in the country etc.);
2. Contributions to the Romania Pension fund for the year 2009 for normal
working conditions is 28%, out of which 9,5 is owed by the employee and 18,5 is
owed by the employer.
3. Contributions to the Romanian Unemployment Fund:
a) from the employer: 0,5%;
b) from the employee: 0,5%;
c) for persons having unemployment insurance: 1%;
d) contribution from the employer to the Salary Payment Guarantee Fund: 0,25%.
4. Reduced VAT: there are certain cases where the standard 19% VAT rate does not
apply: a 9% is applied for the following service providers/delivery of goods:
access to museums, historical monument, delivery of school manuals, orthopedic
products, delivery of pharmaceuticals (for human and veterinary use), hotels and
similar services etc. A rate of 5% is applied to the purchase of certain real
estate properties in certain conditions (You can read more on this subject

Note: The Government Order No. 192/2008 has been recently annulled, thus revoking a series of expected benefits for companies hiring unemployed personnel and payment of taxes before due term.
